 Financial Inclusion Forum UK and Opportunity International UK present

 Refugees in Times of Global Crisis

On Thursday, June 18th from 14:30-16:00 BST


World Refugee Day is just around the corner. With this year's theme ‘Imagine’, this is a time to celebrate the contributions, creativity, and resilience of refugees. We want to imagine a world where every refugee has access to the financial tools they need to be self-reliant and resilient, to have hope and be able to embrace new opportunities. Yet the hard reality of job and livelihood losses is bearing heavily on refugees and forcibly displaced populations around the world — already some of the most vulnerable households. This panel discussion will highlight a few of the organisations that are committed and determined to do all they can to help refugees tackle these difficult circumstances. We will examine the financial lives of refugees and internally displaced persons during the COVID-19 crisis. Included in this discussion, Opportunity International will share some key insights from their Financial Diaries work in two refugee settlements in Uganda, Nakivale and Kiryandongo. UNCDF Rwanda and Mercy Corps will also share about some of their programmes with refugees and what has been learned during this time of global crisis.

Noah Ssempijja - Refugee Program Coordinator, Opportunity International

Noah is Opportunity International’s Refugee Consortium Lead in Uganda, responsible for field implementation and partnerships management, as well as monitoring, evaluation and learning. Noah provides strategic oversight in the implementation of Financial Diaries research across the refugee settlements. He has over 7 years’ experience leading innovative and impactful programmes for refugees, including cash transfers. Noah is passionate about the use of evidence and data to guide programme implementation.

Roselyne Uwamahoro - Program Coordinator, UNCDF Rwanda

Roselyn has worked in the financial inclusion sector for the past 13 years. She is currently Programme Coordinator at the United Nations Capital Development Fund (UNCDF), where she is leading efforts to ensure no-one is left behind in the digital era, especially the most vulnerable - Women, Youth, Refugees and MSMEs. Previously, Roselyn was Head of Microfinance at Access to Finance Rwanda (AFR) following a successful banking career. Roselyne holds an MBA in Project Management from Maastricht School of Management (MsM) and is an Alumni from Harvard Kennedy School on rethinking financial inclusion.

Mike Warmington - Director, Financial Inclusion, Mercy Corps

Mike has worked in banking and financial inclusion for more than a decade. He currently leads Mercy Corps’ global financial inclusion work, helping to set the agency’s strategy and provide technical support across more than 40 programme countries. Prior to Mercy Corps, Mike spent more than 5 years with One Acre Fund, leading the organisation’s microfinance partnerships work, creating innovative partnerships in the cocoa sector, and working with more traditional FSPs to better serve smallholder farmers. He previously served as Head of Operations at an MFI in Malawi and Zambia, and as a project finance analyst with Dexia bank working on UK infrastructure projects.


Pete Sparreboom - Director, PHB Academy

Pete is the Director of PHB Academy, PHB Development’s training and coaching practice. She has 25 years’ experience in the promotion of financial inclusion via traditional and digital delivery channels in Africa and Asia, including the turnaround of a rural community banking institution on the verge of collapse in Mozambique. Pete is recognised for the effective way she uses the latest insights in adult education, executive coaching and e-learning to help decision makers speed up the digitalisation of their institution and the economy.

WEBINAR: Are We Managing? A FIF UK/ e-MFP Cross-Sector Panel Discussion on Covid Responses



For the last several years, the Financial Inclusion Forum UK (FIF UK) and the European Microfinance Platform (e-MFP) have been co-hosting an event in London. For obvious reasons, this is not possible. Instead, we have moved the event to a webinar, and are focusing it on how the sector is responding to the Covid-19 pandemic. The immense challenges right now – to clients, institutions, investors, support providers, and policy-makers – are clear. But the question we’d like to ask is: are we managing? Just how much trouble are we in?

There are countless initiatives underway, and a deluge of information – on the FinDev Covid Resource Hub, on e-MFP’s new and elsewhere. We don’t want to just add to the noise. But we think there is real value in assembling a stellar panel of speakers that represent different stakeholder groups, in order to update us on the current challenges they’re facing, how they’ve been responding, and what they want and need to happen next.
To discuss what’s really happening and take questions from a diverse audience across the sector, we are delighted to welcome six outstanding speakers. 

  • Rolando Victoria, founding Executive Director of Alalay Sa Kaunlaran Inc. (ASKI) in the Philippines and now the President and CEO of ASKI Group of Companies Inc.;  
  • Babak Abbaszadeh, President and Chief Executive Officer of the Toronto Centre;  
  • Noémie Renier, Head of Debt for Financial Institutions at Incofin; and  

Each of our distinguished guests will present for a few minutes, followed by Q&A discussion session based on questions submitted by the audience to the speakers.
The webinar will take place on Wednesday 13th May at 2pm in the UK (1pm GMT | 3pm in Central Europe | 9am Eastern) and will last for 90 minutes.

FIF UK and e-MFP look forward to you joining us then for what will be a wide-ranging discussion of the impacts of Covid on different parts of our sector, and the efforts needed to overcome them.

At this event, practitioners and industry experts, including from GSMA, Caribou Digital, the International Rescue Committee (IRC), and Dinarak, will discuss the potential of digital financial services to improve the lives of forcibly displaced populations, and the challenges that remain for these services to become a reality.


The panel discussion will consider the following questions:

  • How can digital financial solutions support forcibly displaced people? What specific opportunities do these services offer in terms of reach, affordability and scale?
  • Which financial needs do these services best target, and in what contexts? What innovations are emerging?
  • What could be the risks or unintended consequences of introducing digital financial services? Are there groups who could be made more vulnerable or be left behind?


Speakers include:


Isaac Kwamy, GSMA


Isaac is the Senior Manager, Strategic Partnerships & Market Engagement for GSMA Mobile for Humanitarian Innovation Programme. In this role, he is responsible for building and managing partnerships between MNOs and the humanitarian sector for Sub-Saharan Africa, MENA, Asia Regions & the Americas. Isaac has over 18 years of senior- level experience in the humanitarian and development sector. Prior to joining GSMA, Isaac worked for NetHope, World Vision International and various other organizations in the humanitarian and development sectors. He has run Global Humanitarian Operations Programs including Emergency Preparedness and Response efforts, Crisis Informatics, Access to Information as Aid and Humanitarian Digital Financial Services. Over the years, he has developed a deep and practical understanding of humanitarian and development operations and the use & adoption of technologies to enable Aid efficiency over a vast number of contexts.


Chris Locke, Caribou Digital

Chris is the Founder of Caribou Digital. Previously, Chris was the Managing Director of GSMA Mobile for Development, helping the mobile industry build services to improve the lives of the poorest people in the world. Before that, Chris spent 15 years working in senior roles within the mobile and internet industries, for companies such as the Virgin Group, Three, AOL and T-Mobile. Before his industry career he was the Xerox Lecturer in Electronic Communication and Publishing at University College London. He has maintained strong links to the research community, including as the editor of “Thumbculture: The Meaning of Mobile Phones in Society”, an anthology of research on the global social effect of mobile technology. Chris is a Visiting Fellow at the University of California, San Diego and a Digital Ambassador to the UN Capital Development Fund. He is based in Farnham, Surrey in the UK.




Daphne Jayasinghe, International Rescue Committee  



Daphne is the International Rescue Committee’s Europe Head of Policy and Chief Policy Adviser, Economic Programmes. She leads IRC’s work influencing economic policy impacting on displaced populations on themes including jobs, humanitarian cash transfers and women’s economic empowerment. Daphne specialises in gender and women’s rights and is a UK Gender and Development Network board member. Before joining IRC she was Women’s Rights Adviser for ActionAid UK, Amnesty International USA's Advocacy Director for Women's Human Rights in Washington DC and served as a UK government policy adviser for the Charity Commission and the Department for International Trade. 



Ayman Dababneh, Dinarak

Ayman Dababneh is an innovative business development strategist with over 10 years of solid and professional experience in Information and Communication Technology (ICT) sector. He is currently managing the Business Development Unit at Dinarak (m-PSP) where he is leading the commercial initiatives, FinTech solutions, strategic partnerships and alliances, focusing on Financial Inclusion implementation programs to provide convenient and innovative digital financial services to low income, refugees and host communities, women and youth. Ayman has previously work with Zain Jordan, ICT Association of Jordan, Al Arabia Group, and Power2Motivate.
